Joy is a human rights lawyer specialising in information communications technologies and has extensive experience in working with civil society organisations and the not for profit sector globally and in the Asia Pacific region. From 2011-2014 she worked with the Association for Progressive Communications, a global network of civil society groups advocating for affordable access to a free and open internet and other aspects of technology-related human rights issues.  She is Vice President of Internet NZ, and was Chair of the Domain Name Commission (which has day to day responsibility for .nz) from 2010 to 2014. Joy participates in the Non-Commercial Users Constituency of the ICANN community and served on the GNSO Council between 2012-2014. In 2010 Joy was awarded her Masters of Law with distinction from Victoria University of Wellington.
